Talk to Ent Surgeon on Throat Problem

I'm writing in behalf of my cousin . (Living in PK) I'm in the UK. He's living in the village and financial low. Issue is that he's having some problems with his throat. Either he can't say anything whisper only or sometime the voice is very low. Like when you have a throat infection. He went to a doctor and they said the only way is a surgery. Now I just waiting for his report Can I then send you this email or any dr to get another opinion?? If it can go away with medicine or naturopathic medicine. Thank you
